Yes, the sizing done by a press and 12 bore dies is on the brass base only - at least with both of mine.
Where the problem will arise perhaps, is for putting in wads. The wad guide 'fingers' may not be long enough, but without a folded crimp, they should be easily inserted by hand.
Thus the press will likely only be used for de-priming and re-priming & sizing the brass base.
