The standard quota for Elephants in Tanzania is the same as it is for Lion & Leopard - 4 per concession area per year.. although it is possible to apply for an increase..... then it's up to the game department whether they issue the increase. PAC/non exportable Elephants are not usually available to sport hunters and are dealt with by the game dept. Some hunting companies try not to sell the entire quota every year - which also seems to help. - If I can, I like to hold one each in reserve and only usually sell 3 of each of the key species.

Mozambique can be a bit diffrent I believe..... (I haven't operated there for couple of years) - I believe exportable Elephants are still on some kind of quota (Certainly CITES permits are)- but PAC/non exportable Elephant licences can either be issued by the Government or by local magistrates and are available to sport hunters.

One big difference is that Tanzania also has sex and size/weight requirements which over the years seems to have worked very well, in that they seem to be seeing a steady(ish) increase in trophy quality. Mozambique don't have such a requirement and to the best of my knowledge there hasn't been any particular improvement in trophy quality..... although, as I say, I'm a bit out of touch with Mozambique as I haven't operated there much in recent years.
