Bolt Action Action!!

In the heat of the moment, with a magazine rifle, when a fast follow up shot or shots is required, should you work the bolt with the rifle butt at your shoulder?
Is this the fastest/ safest/ best way to use a bolt action or can you reload and shoot just as fast by taking the rifle off the shoulder, reload, and then snap it back up to your shoulder again?
