It unscrews - no tools needed. After removing the takedown lever completely, open the action all the way and at the same time pull the action out, pivoting the front end down. While you're at it, you can also unscrew the barrel from the receiver - it has a takedown barrel.
Looks like a Greener Miniature Club rifle, BTW.
