416 Rigby into 450 Dakota

As I understand, the 450 Dakota is in fact a 416 Rigby-case, blown out to fit a 458 bullet. Am I right?
May a gunsmith turn a rifle in 416 Rigby into a 450 Dakota by simply change the barrel?
(It's about a CZ 550 Magnum)
