An additional note regarding the question about chocolate and toxicant development since the issue was brought up.

Toxicant controls are developed using mechanical and/or chemical means to specify target species and eliminate non-target impact. The M-44 "Coyote Getter" device, for example, uses a baited chewing pad, the chewing action limited to certain species like coyotes, which results in the firing of the cartridge and projection of the sodium cyanide "dust". The currently-under-development CLOD device uses a chewing pad of sorts also. Chemical means means might be used to prevent non-target species impact; blood meal or other blood product ingredients like Plantskydd may be added, or even simple animal fat {bacon grease, etc} might be added as leavening in a product targeting coyotes, as an example. The process by which a toxicant is developed for registration here in the USA is actually quite interesting. Usually very long and fraught with legal attacks and other regulatory obstacles.

Then, USDA also has to meet human-ness requirements for approval and registration. This can involve lots more testing and experimentation. Length of time to effect, symptoms, etc are studied.

Under development currently is an improved coyote toxicant {for broader use not just limited to private lands} and also a pig toxicant due to the spread of feral hogs throughout the USA.
