I'd say the northern part of Sweden and Norway. In the southern part (were we are) the antlers do not get as big as up north as a genearl rule. Some say that this has to do with denceness vegitation and what food sources are available. The terrain in the north is usually more open, while down here it is more pine forest. There are exeptions of course and a few really big ones might be shot every year where we are just north of Oslo. But there's no guarantee! Out of the 19 moose we shoot every fall, only 3-4 are bulls, and one often doesn't have the possibility to pick and choose. The rest of the animals shot are devided between cows, teens and calves. It's all rather scientifically set up to manage the population in the best long-term way.
