Pre-64??

I always thought that the designation "pre 64" was specifically a delineation from "controlled feed" original Winchester model 70's and the post '64 push fed model 70's.
Now, I see the term "pre 64" applied to all Winchesters.
Did something else happen at Winchester in 1964?
