That's what I thought. So much for most "best" British .470s weighing 10 lbs (they don't).

So, it's overweight for caliber by a half to 3/4 of a pound. Once you get the length right, and assuming that the other dimensions are appropriate for you, recoil will be as unpleasant as a beating with overcooked linguini.

Old pads like that harden over time, and that one looks like it's all the way there. Get the length right, put a new Silver's on it and it'll be a pussycat.

So that there's no need to fill old ones and drill new ones. Done right, you can simply remove your new pad and spacer and reinstall the originals if the time comes.
