I'm not aware of any available powder that will SAFELY give that MV with 69 gr. As pointed out above, Taylor was referring to the Cordite charge.
Probably the closest you can come is with the cordite to RL15 conversion of 1.19. In other words Cord charge x 1.19=theoretical max of RL15. That gives us 82.11 RL15 as an approximation. I've used 85 gr with the 400 A-frame for 2491 f/s (loose) and 2519 (with dacron filler).

For loads that don't need filler I prefer slower powders. I've done quite a bit of chrono work with this cartridge in 3 rifles over the last 15 years. If you can tell us what powder you have available, I can probably provide a load recommendation.
