Did the criteria needed for a "new" cartridge come before or after they looked at what is available?

Rejecting a cartridge just because it is a few foot pounds recoil is a bit academic.

If they kept the round in a currently available bore size it would have a much higher chance of success, but .400 ????

Sounds OK otherwise.
