Yes, they are. British built .400s under 10 lbs are pretty scarce. Most of the better guns ran between 10 and 10.25 lbs. Some were slightly heavier, and, like .500 suggests, those just depend on the quality of the gun. Eleven lbs is just too heavy for a .400 though.. That's heavier than many pre-war British .470s.
