If it was me I would start off with the recommended starting load, around 5 - 10% below maximum, and not start off with a maximum powder charge as listed. And then build up looking for pressure signs such as flattened or cratered primers, cases head expansion, loose primer pockets, stickyness opening the bolt, shiny marks made by an extractor on the case head etc. A chronograph can be useful as well to monitor what velocity is being achieved.
