I believe the concession is actually owned by the gentlemen involved.

If they planned to shot out their whole quota every year, especially if in a relatively short period of time, some of the above statements could well seem to be the case, yet within the quota.

I don't know about some of the other 'claims' eg crossing into parks or across the border, the border one seems far fetched as it WOULD be known as the Kenyan Parks have a lot of visitiors and tourist vans driving around.

Of course a bucket load of money could buy all sorts of extra favours.

On the whole I think the "article" is an exaggeration and full of lies to discredit hunting. But I have previously posted on the concession that was bought by the UAE gentlemen.
