9,3x74R legal or not?

Boy am I confused. Hope readers can help me here. Is the 9,3x74R legal for dangerous game?
Some PH tells me that the 9,3 is a fine calibre and suiteable for buff and elephant, and no need for anything bigger.
A couple of arms-manufactures (European) claims that the min. is .375 and that one is required to have a .40+ for back-up.
