That was the general consensus back in the 'early' days of the Nitro-express resurgence, ie the 'Jack Lott Era'. After a few pressure-spikes and unexplained blow-ups with that powder, and a stack of work by Graeme Wright and his mates on this side of the pond, and Ross Seyfried et al on your side, 3031 was abandoned in favour of larger charges of slower powder, ie 4831 or 2213. Wrighty has since presure-tested most of these loads, vindicating the choice for the slower stuff. Of course it may have been the filler-wads, necessary with the faster powder, or some other combination of factors, but 3031 is definitely out of favour for big-capacity NE cases today.
