In the USA the typical police shotgun loads are 00 Buckshot (same as SG in UK, don’t know about Australia) .33” diameter shot size.

I doubt 00 Buckshot would do more than irritate a buffalo of any description.

City Plod/Cop would likely not have any idea about what it takes to kill a buffalo.
