That's between them and the authorities, but the right to harvest meat and defend stock in your own village or farm should be more allowed.
Poachers still poach, they still find ways and get the means to do it.
It's their country and their right to choose what's good for them.

If there is value in their wildlife then it's in their interests to protect that resource, remove that value and they have no reason to do anything other then get rid of it.
Poison is far more effective then bullets are if things are simply a, problem, if food is the problem then perhaps help with better farming practices is a better solution.
It's, a very complex issue but solutions can always be found in money.
