It's both, when I was working up a subsonic 22 hornet load I loaded a few internet recipes that claimed 1050-1075fps and didn't make it out of the tube either.
One of the ones that did only went 850fps, I had to go .4gn higher to get a marginally safe load and went .5gn above to be safe.
It doesn't sound like much but with trailboss in that small a case it does fill it up a lot more.
