Yes shouldn't be any problem finding scopes with rails, unfortunately they are a common European mounting system, horrible as they are for scope height above the bore.

I converted a few of my German friends rail scopes, with nothing more than a hacksaw and file, into American/British ring mount style when spending some time in old West Germany back in the early 80's. After spending every summer (his winter in Germany) living and hunting in NZ he came to appreciate that single triggers, low mounted scopes and plastic stocks were the way to go for our hard bush and alpine environment.
