For 75 thou, I'd just put the one piece base in the milling machine and make the mounting hole a mounting slot.

Your neighborhood machinist should be able to turn it around inside a day. If you were near I'd do it for you.

I wouldn't weld/fill that scope mount base.
Too much of a chance to warp it, even if only a little bit.
