Not sure about changing the mag specifically however I believe they are currently looking at those rules. Eg mag changes and say having a mag that holds for example 10 rounds.
For group 1 I use a BRNO 602 in 375H&H and it will fit 5 in the mag box and if you hold the rounds down you can slide one into the chamber. This works out well for the 6 shot competitions that are timed. For the 8 shot event (forgot the name) you need a reload.
Personally I like the events where you are under time pressure and you have to do a reload. There is a lot going on in 30 odd seconds and it is nice to get them all away with acceptable accuracy.
