Clean it up first, it may just be gummed up with dried oil. My first step with bolts like you describe is to leave them overnight in a parts washer like mechanics use. Before I had access to one of those, I'd soak them in mineral spirits for a day or two, flush with brake cleaner, and repeat til the bolt was clean.
