First, welcome to Nitro Express!
Looks like an honest rifle but I don't see anything which would tell us anything of its history.
The grip cap looks like horn and the forend tip looks like it may be plastic or a bakelite type material.
If you take it out of the stock, you will be able to tell pretty easily what the tip is made of.
I say just give it a good cleaning and use it as-is.
