On the contrary! Nitro powder technology was not so advanced in the 1920s as we are used to now. Powders were much faster burning up to after WW2. IMR 3031, 4895 or Rottweil R5 were considered progressive burning, IMR 4064 being regarded as THE powder for the Magnum cartridges. Real progressive burners like 4350 or 4831 entered the scene after WW2 only. So the 1920 loads may have achieved less velocity than today, but they needed more pressure to do so.
