In the UK a new 98 started at £10,000 (Yes ten thousand sterling or US$15,500). I think Mauser realise they can't compete with the likes of Voere & CZ on entry level 98s. Also, the 98 action is way out of copyright/patent so they can't charge royalties.
Just my 2c.
