For the two questions, yes and yes.

ie in a self-regulating set of barrels with movable wedges.

One of our Aussie members also once commented that he re-regulated three sets of barrels and re-soldered them and really didn't think it was that difficult. Time consuming and costly by a gunmaker though it might be. What he did is beyond me though.
