I think you both are wrong! According to my old issues of the "Drutsche Waffen Journal" the first Steyr-Mannlicher of the rear locking-lug type was shown to the public October 1966, it was a short, .222, action model SL already with a plastic triggerguard/magazine and walnut stock. The medium M and long L actions were added to the line before 1971, all rear lockup and plastic tg/mag.
In 1972 Steyr offered an intended luxury rifle, the multiple 60* front-locking lug, steel triggerguard and steel single stack so-called "Mannlicher-Schoenauer M72". This luxury rifle was apparently not a real success or to expensive to make, as it soon faded from the line.
In it's place they introduced the Steyr-Mannlicher Luxus M" in 1978, essentially the rear-locking action of the Steyr-Mannlicher S, M, L line combined with a steel triggerguard and the single-stack mag of the M72. In due time this try at a luxury rifle disappeared too.
