As Bob says they usually have a spring system, of varying designs, to hold them in both the raised or lowered positions.
Some however, rely on nothing more than friction to hold them in position. These use a simple hinge design, and are originally set up with a friction fit on their hinge pin.
They do sometimes lose the friction due to wear, and will flop up or down whenever they want to, usually at the most inoppertune times!
