As I understand it, in the rush to legislate in the wake of the Port Athur massacre, the issue of handgun bans was considered, but the Shooting Organisations objected because that would make running the Pistol Shooting events at the forthcoming Olympic Games difficult.

The Australian Government demanded a trade-off, and pump action shotguns were offered as the sacrificial lamb!
