I think is an ancient punt gun, a tight choked heavy caliber smoothbore, meant to be used on long range sitting ducks. It was fired prone from a "punt" boat in wich the hunter approached the large number of ducks resting on water. The heavy loads were intended to kill as many birds as possible per shot.
