Just spoke to our Law Enforcement officer.

She thinks it should go thru. But the process is amazingly complicated and will take several months at least.

A legal claritication and a regulation change would enable those with skilled dogs to help others, with no worries about being "turned in" and prosecuted for doing what really is a valuable service.
