As far as I know, you can import legally taken ivory into the US, provided that you have the proper CITES documentation and paperwork. I'm an attorney, and I haven't perused the laws on the CITES convention, but my gut, and a little common sense tell me that becuase of CITES and the ivory ban, that I wouldn't be able to sell the knife if I had one made. So I couldn't chop up the tusks and make 100 knives and sell them. But I can legally possess tusks in my home for display as long as the elephant was taken legally and the ivory imported legally, so I don't know why I couldn't take a small portion of those tusks and have made into a knife for my own personal use. Never for sale.
Maybe they specifically address this issue, I really don't know.
