hammer shotgun conversion

Purely speculative at this point, as I lack the resources, but I have been thinking about a shotgun frame double rifle conversion. The catch is that I would want to use an action with external hammers. Are there any actions which you would recommend for this, strong enough for full nitro loads? Or is this just not feasible?
