If designing this thing from scratch, one would ensure that the base of the cap is stepped-in from the perimeter of the slug body, by sufficient amount to miss the rifling in the choke. Besides, a shoulder is needed to roll-crimp onto anyway.

The guys in Australia have been shooting plastic wadding in nitro paradox guns for years. Perhaps there is a plastic fouling problem in the chokes, but not to the point of anyone mentioning it. Nothing in Wrightie's book either IIRC.

You could design the bullet not to engage the rifling but the originals did and may have engaged the smooth bore section to a degree in some guns. I get the base measurement of the cone at .733/4.
The choke constriction measurement in most guns seems to be at .688/692. There was another cone patent that was .006 smaller but still would have engaged the rifling. You would think plastic would be kinder to the bores than brass.
