Since the muzzle velocity was around 2100 fps with a 154 grain bullet, what was/is the primary use of the 8x51, small deer?

The 8x51 was chambered in the shorter M98 Kurz action rifles, often carbines / Stutzen, as was the 6,5x54 Mauser.
Today in Germany both cartidges would be legal only for the small roe deer.
At the time of introduction, around 1900 there were no such legal requirements.
My guess is that the main use was for roe deer, but it was considered enough for the occasional larger game animal.

I really like the look of the 8x51 cartridge, as I do the 9x57. The whole catalog of Mauser cartridges is great and they look better in these Stoeger catalog drawings than they do in the flesh. I think a used gun seller could do worse than to have a letterhead or logo with these images of Mauser rifles and cartridges.
The 8x51 should be a fine cartridge for deer and even elk when loaded with the 196 grain bullet or modern equivalent and used at reasonable ranges.

I agree, also the Mannlicher Schoenauer which often shared billing with the Mauser.
