I have a 500 NE Merkel and would like to play with different powders to regulate this rifle with 570 gr Woodleigh soft/solids.
An accurate load with filler and ?less powder may be ticket here vs no filler.. I have heard RLoader 15 is popular as well as H4350.
Any suggestions on pet loads with felt wads etc to start to play with?? Any powder preferences?

Why do you want to use a wad?
If you want a load with no wads or filler, I can contribute.

you don't or shouldn't need a filler with a 500 NE.
I think you are making it more complicated than it needs to be.
I personally use the powder that fills the case the most
if I have a choice of 2 powders.
An I think after 5 x 500 Nitro's I've learnt what works
and what doesn't.
