Below please find a pic of an unfired and recovered Jensen J36 bullet from Lost River Ballistics in Idaho. The ammo is available in loaded form from HSM ammo which is sold in my locale at www.heritagearms.net. The bullet pictured is a 300 grain .375 bullet.
The recovered bullet was fired into an elephant's head (frontal). It penetrated 20 inches and weighed 230 grains when recovered.

Am I right in presuming this bullet isn't actually intended for use on elephant?

It is an expanding bullet designed for elk, etc., not for elephant.

Those bullets performed the same for me when shoot into what is commonly called "animal glue" or "book binders glue". I plan to test them on wild pigs in Nov and Dec.
