Is there a such thing as a plain jane inexpencive double rifle. Not the new remington/balki. A true side by side no ingraving ,no fancy wood just a plain work horse.

Take a look at the "standard" grades of Chapuis, Krieghoff,Blaser, Merkel, and Searcy. All are similar in price. Get the one that fits you the best. I would go with a 470.

As 450#2 put it. Even a "standard" double will come with wood, fit and finish that is vastly superieor. The real question is "Are you willing to use these guns, get them dinged and scratched up?" If you are, then you will have a real working double. I have the basic grade Merkel and Chapius and shoot them often. They have scrathes and minor dings from use. That's ok with me. However, if you are looking for a cheap gun - forget it. You will have to lay out $7500 or more. But it will hold its value.
