Depends on a number of factors. Are you looking at the 91/30 or the carbine?

In its full length configuration it lies somewhere close to the German 8 x 57mm or as near as damn it 30.06. You can push a 123 grn bullet comfortably to 3100 fps or a 185grn to around 2600 in maximum loads. I'm using a 174grn at 2650.

Bore diameter in these rifles is casual at best ( unless you get one of the excellent Finnish versions like mine which are fitted with Tikka barrels ) so you need to slug the bore and select the correct bullet to match.

When matched with suitable bullets accuracy can be very good but the issue stock leaves a lot to be desired. If you intend to hunt with it, I'd suggest an aftermarket synthetic stock, perhaps a new trigger. The military trigger can be lived with but it's far from ideal.

I tried out a Mosin Nagant with sporterized stock, revised bolt and scope in this caliber. It performed very well... very close to 06, 8mm, and .308. but it was a carbine and the report from that round in a short barrel was very painful even when hunting. I sold it as I simply did not want to shoot it without hearing protection. Something to consider if you haven't shot one.
