I see what you mean and it looks not good today

maybe the tiger mother was a real trouble maker and they had no other way other than let them die in jungle so shot the tiger cups also.

maybe they had the mindset that only a dead tiger was a good tiger and when killing the young you don't have to deal with them next year when they are full grown. anyway, I don't wish to come in such a situation.

Without background details, I don't think one can make any sensible ethical judgment at all based on one photograph of dead tigers, adults or youngsters regardless.
