Are there any manufacturers of side hammer, break action 'pirsch' type hunting rifle raw actions out there, or are they all hand made? I have been looking for years.

Afaik they are all handmade by individual small gunmakers in Austria and Germany, just like in the old days. Never mass produced by any larger company.

In addition to Kuduae's comment, the best option for you may be to trawl regularly the German website Egun www.egun.de , as well as Austrian Springer's auctions catalogs https://auctions.springer-vienna.com/en .They would be good places for sourcing the type of second-hand rifle you are looking for, have it shipped it to Canada, and use the action for your project.
