Your question is in regard to the Woodward Automatic hammer double rifle pictured above and here:



The answer is yes. The hammers retract by action of the under lever, thus obviating the need for rebounding locks. The user can choose whether the hammers are drawn to half cock or to full cock by manipulating the sliding switch on the bottom of the action in front of the lever.

A beautiful system.

The 1907 catalogue also had the same spiel. Underlevers had different actions; some down, some sideways. Maybe the victory of the top lever has more to do with its lack of variation and with common designs setting patterns for our reflexes. Having grown up with top levers on his shotguns, the smart gent's selection of a double rifle, for when TSHTF, would be one that worked the same way.
