Frustration
      #1016 - 16/01/03 12:01 AM

Being in Cyprus, courtesy of Her Majesty, has many advantages. However , one of the disadvantages is the legal position pertaining to firearms ownership. Although I have my shotguns here with me, rifles seem to be illegal, although no one is able to tell my how or why.

This is made even more annoying by the fact that I've found two very nice looking rifles that are for sale in the UK by one of the big names. The first is a WW Greener in .318 Westley Richards and the other is a Cogswell & Harrison in .375 H&H, selling at £1500 ($2200 US) and £1670 ($2500) respectively. Although these are certainly not cheap guns, they are good value for collectible and usable classic English rifles. As anyone who knows me from the old board will be aware, these are two of my favourite calibres and it is very frustrating to not be able to buy them. I daresay they will be gone by the time I'm posted back to the UK. Bugger!

Hi SH,

I did think of contacting the sellers and asking the same thing. In the UK you need a firearms certificate to be in possession of a rifle, but I suppose if I just paid for them and they stayed with the dealer, then I would own them, but not be in possession and therefore not in breach of any law. There are two potential problems that I can see:

a. The dealer may not wish to hold the rifles after they are sold.

b. There is no guarantee that I would be granted a certificate. There is a big debate going in on the UK about gun crime and, as we all know, this usually leads to something being banned - even though legally owned rifles are not at issue.

However, I think I will speak to the dealers to see what their thoughts are. I'll also look a bit closer at the firearms law here and also speak to the police in the UK about applying for a certificate and/or an export permit while I'm here. You never know, there's nothing to lose. Thanks for the encouragement. The only other problem is that if I do buy them, I won't be able to afford a hunting trip this year. Hmm...

Does anyone else have any thought, opinions or advice?

Honey Badger:
I believe your approach in buying these two rifles is flawed. It should be "you are 10 trillion miles away from home working at defending your country. You are entitled to purchase these fine rifles and you need them. Desperately! Therefore BUY THEM." You deserve it.
OK, I've calmed down now.

Hey WR,

I know exactly what you are saying, but although the British legal system has very much to recommend it, the approach to firearms is both stringent and unfair. We all know that no-one has ever robbed a bank with a Cogswell & Harrison .375, nor is there a single recorded case of a drive-by shooting involving a .318WR, but persuading the police and the Home Office (who issue firearms certificates) this is the case is almost impossible.

Who I'm defending, or why, is immaterial. I am still subject to the law (however flawed) of the land. I am seeking legal advice about the situation in Cyprus. It is the SBA police who have told me that rifles are illegal and, to be brutally honest, I don't believe them. I hope to be able to let you know tommorrow.

Cheers fellas

HB

Do you know how spoiled I am? I Want a rifle I go down and buy it from a world wide selection. I Want a pistol or shot gun I go down and buy it. Paper work? I fill out an FFL ( Federal Firearms License) form basically saying I am not a felon or haven't abused anyone and that I'm a citizen of USA, they call in my driver license number and I own the gun. God Bless the 2nd Amendment! God Bless the NRA. Have you all thought about emigrating? I know that you all live in wonderful countries and love them dearly, I don't mean to come off as a arrogant Yank. It's just that all of the notes I read make me feel so lucky to be alive in a time when there are still some basic rights left. Like Charleton Heston says "you'll have to pry my gun from my cold dead hands."

Honey Badger

They do sound like a couple of very nice classic rifles. If you can get hold of them and have the cash go for it. They would be a great combination for hunting all over the world.

I would contact the dealers and see if they ARE willing to hold onto them for you if you pay for them now. It is a sale for them after all. And you are on foreign service, if he can do it legally it is his duty IMO. The Firearms licence is an issue as you rightly point out.

Are the prices very good prices? If not there will always be other opportunities. Having said that, with hindsight I should have bought a double a few years ago when they were one-third of what they are now here locally.

Here's an idea, hedge your bets. If the dealer is willing and legally can hold it for you buy the rarest one or the one you want the most. Then you have some cash to still go hunting and you have secured one of them. If a firearms certificate is difficult to achieve you only have one rifle to sell off.

Good luck.
