Lowest scope mount?

Now that I have the scope coming, who makes the lowest quick release base/ring setup? I am getting a new stock for the Winchester with the pre-64 comb drop.

You will have to do some research on that problem.
Check the web sites of ring/base manufacturers.
They have charts available that will suggest ring heights for various scope objective bell diameters.
They tell you how they measure their particular ring heights.
You can select the base type you want for the rifle make and model and sometimes material (steel/aluminum).
The fact you want a quick release type suggests your rifle has iron sights too, so cleareance to the irons says for scope covers might also need to be concidered.

Keep in mind that the rings must be high enough to allow for the bell of the scope to clear the barrel. That said I've found Talley's QD's to be very good.

I'll second the Talley reccomendation..I just put some low QD rings on a Win Mod 70 300 H&H and am very happy with the scope and stock dynamics
