Need a good Gunsmith

Does anyone have experience with a good Gunsmith that can install, profile and machine a quarter rib for rings. Also install sights? The example below is close to what I want.

Maybe you should talk to the guy who did that one -- Wayne Jacobson at American Hunting Rifles?
