Depends on YOU. Here on the big island,its not uncommon to see 20_ bear a day. further on the west coast by boat no roads you see bears all day in all the bays and inlets. Until you hunt the island,its hard to believe how many blackbears we have here. other places in Canada,where allowed baiting is the only chance you will have to even SEE a bear.

Old Bull has it right - too many bears in some areas.
Here, baiting is not necessary and also is quite illegal.

In Northern Saskatchewan where the bush is as thick as it comes and whose population density of black bears is one of the highest in the world, baiting is legal and seen as a necessary part of conservation. Personally, I don't care for baiting, but I also do not judge those who do it because, not unlike battue hunting traditions in Europe, the landscape and population necessitates this type of hunting practice to keep populations under control.
Despite not having a problem with it, I don't really consider it hunting either, but more population control/shooting fish in barrel (or shooting a bear on a barrel since they usually put the food attractant in a 45 gallon drum).
I sometimes [gladly] plunk myself down on a game trail and wait .

I have no opportunity to hunt Bear myself in Sweden. But when Bearhunting started to grow in Sweden some years ago, we shoot today about 300 a year, to bait was ok. But after a few years it became illegal. Now this year as a test period its ok in some areas and probably baiting will be legal next year in all Bearhunting areas. Most Bears in Sweden are hunted and shot with the help of specialised dogs.

It's illegal to hunt with dogs in Canada.
Funny how irrational the laws are around the world. Suppressors are banned here in Canada because the legislators watched too many actions films. Likewise, in the UK, where their gun laws are some of the strictest in the EU, they are seen as "safety" devices.
In France autoloading shotguns are legal, but pump action are illegal
