Mausers Vs CZ Vs Ruger Vs Model 70 Vs Weatherby for a Big Bore custom rifle.
My guess is that on this site Wby and Ruger will be the first two to be eliminated 
So for a big bore of your dreams would you base it on a Mauser, CZ or Model 70. By Mauser I mean starting with a 98 action and not including some of the high end actions like Johansenn and Hartman and Weiss (spelling?)
Do you see the CZ/BRNO as a weak foundation for a high end custom big bore because of its "cheap" nature as a factory rifle.
PS. As a Weatherby person I am strictly a spectator

Why must one exclude "highend" actions from Prechtl/Johannsen, Ritterbursh, Hartmann&Weiss, Granite Mountain, Vektor etc.?
From a functionality standing (Pushfeed vs CRF and so on) a Mauser is a Mauser. Or am I missing your point?

My dream would be to not buy any of the garbage guns you listed and save for a Prechtl, Ritterbush, Johannse, GMA/Breeding or Smithson.

However the Mauser has been around for over 100 years and I'll bet that some iff not all your fancy actions are copies of the Mauser action or parts of it..

I would use a CZ. I don't know if it would be a "dream" rifle, probably intended to be practical.
Otherwise I would use one of the Mauser 98's I already have.

I was interested to see how people saw the Mauser, CZ or Model 70 as a choice for a custom gun.
If I was so inclined I think I would obtain an original Mauser if calibre was to be something like a 375 or 404 etc and a Model 70 if a 270 or 338 Winchester etc.

Sorry for having to show you up here but this post speaks of a complete misunderstanding of the Mauser.
You say "high end Mausers have to be excluded" 
How can you when they are all one and the same thing. 
Mauser 98 came in a number of lengths:
The Short action. The Standard action ( military size) The Intermediate action Built specially for Rigby for the 303 and 350 Rimmed cartrdige. and finally the Magnum length action.
Then they also added differentiation in bridge shape, Single square bridge and double square bridge.... or round ring, the two former are actually "unfinished" round ring actions and were left squared so that scope mounts could be milled into the bridges.
Lastly there is the "pre 98" or "transition action" which is the earliest 98 action without safety rim on the firing pin.
So if you say Mauser 98 you have to include all of the above except the last one as they are all one and the same thing just differing lengths for specific cartridges.
By the way not only was the actions appropriate to the case length each had its "mathematically validated correct sized" mag box to go with it !
The good men at Mauser understood very clearly what was needed for the various cartridges available at the time and what is more I venture to say if they were asked to design a mag bog for a Weatherby they would have done so in style we are accustomed to

Military Mauser was what I was aiming at. 
One of the things which I find interesting is the high percentage of people who go Mauser for the 404 while Model 70 seems to be the popular choice for a 375 H&H custom. Perhaps being able to buy a Model 70 in 375 H&H as a starting point is the reason especially if the rifle is to be a lower cost custom gun.

Given the list of guns, I would go CZ. It’s a Mauser but with a modern touch. I have found the 550 line hard to beat for the money!

If you compare Std length Mauser to a magnum length Winchester or Mk V it would not do cause they are different animals altogether.
The standard action was made for 30-06 length cartridges and though some gunmakers tweak them for larger cases the action still remains a standard length M98.
Now if you wish to compare the lets talk intermediate and magnum length 98, thats fair.... not so?
Double square bridge 98
Intermediate action 98 ( rare cause it wears pure mauser markings and is a 303...... they were actually made specially for Rigby, this one never made it to England and is one of less than a 100 specimens .. it is featured in Speed.
Single square bridge magnum mauser Jeffery 500 ( rare #5 of only 24 )
Standard round ring mauser in 404 by Jeffery, Common variety very popular in Africa with Govt departments of yesteryear.

That second rifle looks like it has an inlay on the front cross bolt 
But is it true that H&H use standard length Mauser for the 375 H&H unless the customer specifies otherwise? Many years ago, perhaps 30 years, I saw an H&H 375 on the M17. It was for sale and the owner had boxes and boxes of Kynoch 375 ammo for it.

I do not like the Weatherby not because it is not strong or any other reason in that the bottom metal and mag box are not steel !
Ever seen what happens when you pop a MkV action into a blueing tank ? the whole thing disintegrates leaving only bolt, action frame and a couple of screws behind.
The other dislike is aesthetics, it is too "modern" to put on classic style rifles and that Safety that sticks up like a stickshift on a WW2 Herley...... sorry but it is not for my conservative taste in guns.
But having said that i'm considering an Ultralight for a sheepgun !

Mike, I did not see that Mausers are on your list. Of course Prechtl, Ritterbusch, Johannsen, GMA/Breeding and Smithson are all Mauser-based guns.
So my answer is: MAUSER.
Weatherby = pimp gun.
Winchester Model 70 pre-64: Nice guns, but safety problems due to poor gas handling and weak metallurgy that makes them dangerous if overloaded
Winchester Model 70 Classic: so-so quality, and does not have the great feel of a well done Mauser.
CZ: A half-assed Mauser. Better than a Weatherby, and in general a reliable and safe gun. But it does not have the look and feel that I want.
Ruger: A quarter-assed Mauser. It would not cost Ruger much to offer a better safety and put an Obendorf bolt handle and 2 square bridges on its action. Plus a recoil lug on the bottom of the action and on the barrel instead of that queer plate assembly. Then they would be 80% of the way there. As it is, I have little interest in a Ruger. Also, have you noticed that almost no one builds a custom gun from a Ruger RSM?

My latest is a 404 custom on a cz550...I like it fine, but I'll probably sell it...I just don't think that anything compares to a proper Mauser...My second choice is a M-70 pre 64....

You can order Weatherby with all steel bottom metal....it is done via their Product Upgrade.
