I have never buit a double rifle and am very interested in building one. I'm not sure how to blend the monoblock to the barrels. I won't be building one any time soon at least not till i get back from afghanistan so this website feeds my hunger for big doubles.

Get a copy of W. Ellis Brown's book, Building double rifles on shotgun actions. It will answer all your questions, including making monoblock from scratch, and "blending the monoblock to barrels."

Would it be feasible to mount the monoblock between centers and grind the taper on a surface grinder? It seems to me that this procedure would work, but I would like an informed opinion.

Yes, one could taper grind monoblock between centers, but why grind, when one could do essentially the same thing using milling machine---that is exactly what is explained and shown in Brown's book, as used by a fellow double rifle builder. I have done a bit of it myself; it works great!
