The U.S. Fish and Wildlife Service Seeks to Re-List Northern Rocky Mountain Wolves

The U.S. Fish and Wildlife Service (FWS) has decided to withdraw the rule that delisted the wolves of the Northern Rocky Mountain states. The FWS has asked a federal District Court in Montana to allow the agency to relist the species as “endangered.” Earlier this year, the Montana court issued a preliminary injunction against the delisting, temporarily placing the wolves back on the endangered species list. The court expressed concern over whether the wolves of the Northern Rocky Mountain states traveled adequately between their individual populations to maintain genetic diversity. In addition, the court questioned the adequacy of Wyoming’s wolf management strategies. The FWS has told the court that it wishes to re-examine the status of wolves in Montana, Idaho and Wyoming and that it intends to issue a new rule based on that status.



The FWS’s decision to withdraw the delisting rule coincides with mid-year reports that estimate that Northern Rocky Mountain wolf population growth has slowed or stabilized. However mid-year population estimates are historically recognized to be of poor accuracy when compared to year-end estimates that are conducted via aerial counts when wolves are on the snow.

SCI and SCIF will continue to actively participate in the efforts to remove gray wolves from the “endangered” species list and will update Crosshairs readers as new developments arise.

As much as I would like to be a pessimist, I have to say I am not totally sure this a bad step.

From what I have been told, this whole affair has been such a monumental funding and political disaster for USF&W that they are looking for ways to divest themselves of the issue.

I suspect they may be seeking to re-evaluate and then based on population numbers simply remove them from the endangered and threatened lists. I do believe there are ways by which they can get around Molloy's ridiculous injunction without proceeding with an eternal "10j" rule. I wonder.

One fact none of the biologists seemed to anticipate was the incredible speed at which wolf numbers grew. "Wolf recovery" in that respect has been wildly successful. A tragedy for sportsmen and game populations.

Regardless, this experience has been so grievous to the sportsmen of the 3 States and so many hold so strong negative views of their respective State Game Departments for involving themselves in wolf recovery against the wishes of the sportsmen they are pledged to support. At least here in Idaho, I have never met a single hunter who believes Idaho Fish and Game has upheld its pledge to "Preserve, Protect and Perpetuate" GAME for SPORTSMEN. They have lost the first love so-to-speak, and in the process totally lost the respect of the sportsmen they are here to serve. At least here, their disregard for sportsmen is motivating a move toward legislation that the Game Department may not be too pleased to see. Stay tuned!

To my experience--here in Montana anyway---there are way too many liberal "greenies" involved in the state biology department...The mainstream admit this has been a colossal error in judgement..and now have no way to correct the problem...wow...and we use OUR dollars for this...

That's for sure here, too. Increasingly.

I just checked the IDF&G wolf update again today. More stock and pet losses, more money wasted. Incredible blunder and really going to be stupid in a new era of tightening budgets.

Idaho spent $715,000 of Federal funds for wolf management last year. PLUS USDA spent $400,000 on control in Idaho. PLUS the Nez Perce tribe spent $350,000 of Fed funds for wolf population studies in Idaho. Dollars better spent on control of noxious weeds to better habitat rather than promoting noxious predators.

And let us not forget the initial cost which was estimated to be around 1 million per wolf for the studies, management, etc. when they were first introduced..which is also incorrect...per a Montana Fish and Game Sargent I visit with...there was confirmed wolf packs in several areas before the reintroduction..so another political sham...can't wait for them to take over nationalized health care

To add even further angst---the greenies are now pushing to have Colorado do the same thing..--in an attempt to correct the surplus of elk in that state..

All they need to do is look at the northern herd which has gone from 19,000 plus elk to less than 6200 in 10 years...they might get more elk reduction than intended should this plan move forward..

That's because all of the tree hugging hippies have made their fortunes and screwed up California so bad here, that they're moving to y'alls haunts. Better get them under control or Montana, Wyoming Colorado, etc. will be just as screwed up...

TRAVERSE CITY, Michigan - A federal court Monday overturned the Bush administration's decision to remove gray wolves in the western Great Lakes region from the endangered species list.

U.S. District Judge Paul Friedman in Washington sided with environmental groups that accused the government of misreading the law last year when it lifted protections for about 4,000 wolves in Michigan, Minnesota and Wisconsin.

It was the second setback in a week for the administration's campaign to return management authority to state officials in the two regions where the wolf has rebounded after being driven to the brink of extinction.

The U.S. Fish and Wildlife Service on Sept. 23 asked a judge in Montana to return gray wolves in the Northern Rockies to the endangered list, reversing a proposal to drop them earlier this year. That followed the judge's order in July barring plans for public wolf hunts in Montana, Idaho and Wyoming.

The biggest practical effect of Friedman's ruling is to nullify newly established state policies allowing people in the Great Lakes area to kill wolves attacking livestock or pets. It also bars the states from permitting hunting or trapping of wolves, although none had done so.

The wolf occupies only about 5 percent of its historical range, which once took in most of the continental United States.

But the animal has recovered steadily in the western Great Lakes region since the late 1970s, migrating from Minnesota into Wisconsin and Michigan's Upper Peninsula. Surveys this year turned up 2,921 wolves in Minnesota, at least 537 in Wisconsin and 520 in Michigan.

Wisconsin will revoke permits it had issued to seven farmers allowing them to shoot wolves attacking livestock, natural resources spokeswoman Laurel Steffes said.

Until the lawsuit is resolved, state officials said they probably would seek federal permits allowing non-lethal methods to deal with wolves that continually harass livestock.

Made some calls today.

Yes, in effect, they will redraw the rules to address Molloy's issues and then make another go at delisting and State control.

Might take a few months, but this way is hoped to be speedier than the current legal proceedings.

Whether this new delisting attempt will generate its own lawsuits remains to be seen, but I suspect it will.

In the meantime, we will continue to work with our legislators to address the issue.
